Estates Quantity Surveyor required to join a leading National TFM provider within the MOD framework. Girling Jones require an Estates Quantity Surveyor to join a business focusing on the ministry of defence estate. This is a diverse position, offering am Estates Quantity Surveyor the chance to work on varied properties, from leased residential property and commercial sites through to listed buildings. You will be joining a structured business, with a proven history within the MOD Estates Management realm.

Your New Position

Reporting to the Building Services Engineer, and taking ownership of the team's commercial activities, the post holder will join a busy team of in-house development professionals that perform a variety of asset management functions and support the delivery of capital works programmes. Projects include building refurbishment, modification and new works comprising architectural, structural, civil and mechanical and electrical services ranging in value from £1k to £5m. With responsibility for client-side quantity surveying tasks and projects from Day 1, the role shall require the post holder to apply and develop their experienced contractual and cost management skills and knowledge to ensure the highest standards for all procurement and commercial requirements are successfully achieved.

* Undertake a full range of Quantity Surveying and contract administration duties, from project definition through each phase to in use, following the RIBA Plan of Work 2013.
* Provide expert commercial and cost management advice to colleagues
* Mentor and oversee quantity surveyors and other appropriate colleagues.
* Working with surveying colleagues, provide accurate cost forecasts to inform condition surveys and through life financial and capital models.
* Provide advice and reports for cost management, procurement and analysis of works.
* Work closely with colleagues including Building Surveyors, Project Managers and external consultants to develop project requirements documents, tender documentation and reports.
* Draft contracts and manage all active and archived commercial documentation and it flow between stakeholders.
* Develop and maintain a model for capturing local cost data to inform cost estimates.
* Own the processes for regular pre and requalification of our supply chain, and analysis of supply chain performance to provide intelligent, accurate and up to date performance information in order to meet the demanding standards expected of ourselves and others.
* To subject all areas of responsibility to continuous review with the objective of identifying and implementing improvement and cost saving measures.

What you'll need to succeed

* Significant demonstrable experience in quantity surveying, commercial & cost management covering a broad, in depth, practical and managerial surveying role and responsibilities in a similar environment.
* Commercially astute, with excellent working knowledge of the JCT and NEC suites of contract.
* Ability to understand, communicate and implement complex solutions to commercial issues.
* Experience of acting as project QS and/or Contract Administrator / Employer's Agent.
* MOD and / or other public sector experience highly desirable.
* Client / Estates / University experience preferred.
* Demonstrable understanding of CDM Regulations and the roles within.
* Excellent interpersonal and people management skills, demonstrated through recent management and mentoring experience.
* Confidence to challenge convention, supported by ability and desire to improve practices.
* Computer literate, including experience working in MS Office, NBS, cost management software and products. Experience of proprietary asset management software desirable.
* Proven ability to effectively communicate at all levels, both orally and in writing.
* Excellent organisational and time management skills.

Qualifications

* Degree level qualification, or equivalent, in quantity surveying required.
* Membership of RICS and / or CIOB required.
